EDIT: Though I should mention that after validating the steam files, 12 files are re-downloaded and this has occurred 3 times now.
That is a bit unusual.
When you grab your DXDiag, instead of attaching it to the post can you use the "[ code ] [ /code ]" system to post the first half or so of your DXdiag? It makes it easier to keep track of everything and reduces server load.
Should look like this minus the ""
["code"] Your dxdiag text here["/code"]

This could be due to your integrated graphics solution, but its so early that it is difficult to tell, Since you have followed the list of suggestions could you perhaps check and see if you can update your CPU's graphical drivers? It appears it was last updated last year around november.
Also may I asked if you have restarted your PC since you started this process?
And in the end if this does not work it may be best to submit a ticket here:
This will get you into their database and will be more likely to result in a fix.

From your dxdiag I see you have an SSD and HDD, it would be worth checking if you are having the same issue.
