Besieging - No attrition?

Is it intentional? I am besieging a city with armies and navies a couple of turns now and my opponent is still able to recruit (or he is stuck in this stance because he has still 19/20 units) and does not suffer any attrition.
EDIT: Apparently it seems to be intentional, in the last 5 turns of besieging they start to suffer attrition.
