As the Visigoths, you get a bonus to income from tributary states. How do I form these? It seems that liberating a region only makes it a full independent nation, not a vassal.

I suppose, you have to use the "subjugate" option on the last settlement of the enemy faction. Alternatively, use "become a tributary state" diplomatic option when dealing with friendly minor factions who might want your protection. At least, that's what I can do when playing Gaeti.
Ye subjugation is way easier. And the bonus gold only applies when you first make someone your tributary. So its kinda straight forward. Get in subjugate and then dishonor their call to arms.
I've subjugated a few factions, but there are others with only one territory that won't give me the "Subjugate" option, any ideas guys?
I have had the same thing happen in my Sassanid Campaign. Some factions don't have the subjugate option when taking their last city. I can't figure out why this happens.
I have 8 puppet states at the moment and I'm around 430 AD, so a lot of factions have already been destroyed. This means getting the 20 puppet states I need for a divine triumph will be very difficult, maybe even impossible, because I don't get the option to subjugate when taking their last settlement.

I don't know if you can subjugate other tributary states. I noticed this when playing as the Alans that I could not subjugate one of the ERE's tributary states.
I think it's not possible to subjugate Roman factions, including rebel split offs like Britain, Gaul, Illyria etc.
Also it is possible to subjugate horde factions - I was able to subjugate the Suebi before.
Playing as the Sassanids, I haven't been able to subjugate eastern factions (Mazun, Himyar, Makran)
I eventually grew tired of trying different ways to subjugate Mazun and Himyar. I decided razing their settlements and being rid of them would be the best option.
Makran was different. They seceded after I declared war on another faction because they were "hostile" diplomatically speaking. I move to attack their homeland, of 2 settlements in the region of Pura, trying to resubjugate them, only to find the subjugate option not there.
I decided to reload to the point where Makran secede from my empire and try a different method towards resubjugating them. I negotiate a peace treaty with them for the time being and allow a few turns to pass. During one of those turns they seize a new settlement in Arabia Felix. Now they have 3 settlements. First, I try attacking their new settlement and then their homeland/capital to subjugate them, but the subjugate option isn't there again. So I reload and try reversing the order and attacking their homeland/capital first and then their new settlement in Arabia Felix. After razing their homeland/capital and attacking their last settlement im allowed to resubjugate them in Arabia Felix.
I'm not sure if there is something hidden in diplomacy that makes this happen or if it's just a glitch in my game.
You can subjugate every faction!!! even rome east or west tip! point is if u want to subjugate u have to do it on biggest city in province (main city), ofc there last city. u cant do it if they are already vesals...
Thanks a lot to srx744 and shatzy, if anyone is still interested, looks like last city + must be a capital is the answer, unless you have the Tributary state since day one. Then you'll have to keep an eye on their attitude so they don't secess, as factions with horde ability can literally sail or ride away On the other hand, unless the faction has a Capital it is not possible to re-enslave
