Politics tab disapears

I was playing a campaign with a friend last evening. I got a message about a faction decision normally accessed by the politics tab. I clicked the button and only 3 out of the 4 tabs were available politics was no where to be seen. It wouldn't have been bad but pretty soon my control dipped and my faction went bankrupt with no recourse on to raise my factions power.
