SolvedCan't see edict, cultural traits and provincial effects

When hovering over the various effects and traits the descriptions for them will display but not what their actual effects are. So for example if i hover over the Autumn effect or Mass Conscription edict it will display the description for that item but i wont tell me what is actually happening. ie. plus 2 recruitment slots, -5% happiness and food etc .

found it cause by longer lasting roman empire mod, i remove the mod.
