I cannot fast use the fast forward setting during battle. I believe this might be related to my setup? Is there a way to fix this on my end or is this just a game bug?

I am currently running and AMD 6 core FX6200 processor and an AMD Radeon HD 7570 video card. Would upgrading the video card mitigate this problem?(i was considering doing this anyways)

I can't say for certain with Wathammer, but in previous games fast forward was not available if your system would not be able to cope with it. It's probably worth upgrading the graphics card if for no other reason than that AMD are no longer providing driver support for it http://support.amd.com/en-us/download/desktop/legacy?product=legacy3&os=Windows 7 - 64
