Max Armies/Fleets per Battle?

I am playing Rome and am around turn 130. Been fighting Carthage for some time now and have finally taken enough territory so that I am able to attack Carthago (their capital). For this attack, I've brought 3 armies and 4 fleets. However, when I launched the land attack, it seemed to only use 2 armies and 2 fleets, despite my careful positioning so that everyone could support the battle and one another. The same was true when I attacked the port with one of my fleets. Is there a maximum number of armies/fleets you can use in one battle?
