User Info RequiredAll around bad performance

MSI 970 gaming motherboard
8350 FX CPU
Sapphire R9 290 4gig GPU
Windows 10

All these components are brand new, Total War: Warhammer came with the CPU.

The part with the AMD logo plays cleanly, it isn't until the SEGA logo starts to leave the screen does the video start to lag. It keeps lagging all the way through to the title screen and it stops. Gameplay is fine. Any kind of cinematic has low FPS. The general performance on all settings is terrible. Be it Ultra or Low, the performance is crap. Listen closely, it's not a sporadic or uneven lag. It's consistent and steady as if something is throttling my max FPS. I've disabled all screen capturing applications and used the unpark cpu tool to unpark my cores. I'm worried that this has no solution. I've seen other threads about this same issue that date back to 2015.

Any ideas?
