Yup. Having the same problem with Rome II. "Completing Installation... 1%" and then it gives me error code 2. No clue as to why this is happening, the game was also fine until now. Anyone have any idea as to how to fix this? I've looked almost everywhere.
Have you tried verifying the game cache, or asking Steam Support what error 2 means?
Here's a list of what I've done to try to resolve the issue:
Verified the game cache (countless times)
Reinstalled the game 4-5 times
Disabled Firewall + Antivirus (I use Avast)
Reinstalled Steam completely (having first deleted all traces of it in registry as well)
Made sure UAC (User Account Control) settings were enabled
Made sure I had all security permissions for the Steam folder (C:\Program Files (x86)\Steam; right-click Steam, click on 'Properties,' and under the security tab, made sure that Users had full permissions).
Nope, I had already tried that but to no avail. The thread was posted two years back, but even though it's the same error, I think there might be a different, external cause to the problem this time around.
Was there a patch for Steam or something recently? That's what I've heard and, seeing how many others are all having the same problem so suddenly, I think it might be out of our control for now...
Windows (XP/Vista/7/8/10) ◾Completely exit the Steam client. ◾Open the run dialogue by pressing windows key + R (you can also navigate here from the start menu by typing run). ◾Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK). ◾Restart your computer. ◾Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam). ◾The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.
Once that's done, start steam again and reverify your game cache as shown here: 1. Load Steam 2. From the Library section, right-click on the game and select Properties from the menu. 3. Select the Local files tab and click the ‘VERIFY INTEGRITY OF GAMECACHE…’ button. 4. Steam will verify the game's files - this process may take several minutes. 5. Once the process is completed, the Check Window will automatically exit. 6. We recommend verifying your cache twice to make sure all files are fully downloaded

- Ran Steam as administrator
So far none of these options have worked.Edit: I am running Windows 7 Ultimate for reference.
