Windows 10 Reboot Loop on New PC

Hi!
I just got a new desktop yesterday and I have been having this issue where windows 10 prompts me to put in my time and keyboard settings, put in my product code, and then im taken to a page where i can click express setup or custom settings. Regardless of my choice, my PC will reboot and I end up back where I started! I've seen posts around the internet about this issue when upgrading but since my PC is brand new I'm not sure if the same issues apply to setting it up on a brand new machine! Any help is super appreciate!
