Optimizing CPU for napoleon total war?

So I have i7 3770k clocked at 4.3ghz and GTX 1070 which plays most total war games easily enough...But for some reason napoleon total war does not run that well when I max the graphics. CPU runs less than 30% and gpu is less than 50%....If I turn unit details and shadows down (heavily CPU dependent i think?) I still do not get 60 fps 
Anyone have ideas for anything else I can do to improve performance?
