I want to know why there isn't a UPC project for Total War: Warhammer.

It is a matter of lack of resources? or a problem with modding tools? or simply nobody wanted to do it this time?

I would be very grateful if someone would explain it to me.

What is UPC?

Firstly total conversion mods are forbidden.
Secondly their are little to no tools for doing anything except reskin and rearrange units using already available assets.
Importing custom models or animations is locked down to prevent most likely people creating stuff for free that will be in DLCs.
