Improved Startpos Modding Support

In order to support things like custom factions being created via mods, would it be possible to have better support for startpos editing, such that we can have multiple mods that affect startpos at the same time?

For example, I would really like to include the awesome Uncivilised North mod in my Grand Campaign, but I'd also like to use another faction unlocker and possibly also the mods that I want to exist that don't yet exist (Kemmler the Wanderer, Vlad the Reclaimer).

This approach would lead to a more modular system, which is how the rest of the modding support appears to work now.
