I've just recently gotten into Total War and have played it on and off over the past year. This past week I've started a Jozai campaign and have been pretty successful against other Shogunate clans. But when I landed some men in a Tosa province I'm greatly outmatched. I've approx. 1000-1500 men (mixed army) while the enemy has roughly 2000 men outside the town and 3000 in the town. How do I get those numbers? Do I just modernize my military to the max?

A human player can only take 2 full stack armies into 1 battle. Even if you have 3-4 stack reinforcing it, you will only be able to control 2 full stack armies on the battlefield.
The enemy however can have 4 full stack armies at once on a battlefield.
