Fire at will or volleys?

I personally don't know what occasions to use the two. I'm guessing from movies that fire at will is to deal with an advancing enemy and volleys are for basic line battles? Am I right?

    Fire at Will means automatically reload and fire. As they begin to shoot at roughly the same time, they will shoot volleys anyway.

    Keep them on Fire at Will...
