Happened during a multiplayer campaign at round 120. Player 2 running very low on gold, it comes around to his turn and his lord was assassinated so the popup appears to choose a new lord. He can't afford to buy one, but can't do anything else (i.e. request payment from me) because the popup stays on top, even after clicking cancel.
Only solution was to go back 1 go, send money, then allow assassination to happen again.
