Norsca Werekin "Savage Appetite" skill

The Savage Appetite skill for the Werekin is supposed to give him the ability to demoralize an enemy army. I put two points into the skill, but my werekin does not have the ability to demoralize an enemy army. When he targets an army, his only options are to assault the units or assassinate.
