Skaven loyalty event weapon damage bug

So a while ago I had a loyalty choice to get loyalty for -15% damage of the lord/lord's army for one loyalty, which I choose.

But apparently the debuff lowered all my army's damage by an absolute value of 15.

Is there any way this save can be fixed? It's breaking my perfectly good Skaven campaign.

I confirm this bug, and this applies to all armies at the moment : the event icon is on a second lord, but both Queek Headtaker and the second lord's armies have the malus.
yeah so it's pretty huge at the moment.
