Warlock Engineer garrison does not get spells in Elven Colonies

Just noticed this during a defense battle. So far can confirm it's for both Fortress of Dawn and Citadel of Dusk. We are playing Skaven, Vortex campaign, co-op. Not sure if it's the same problem for other races. Seem to only happen at Elven colonies.

Detailed description of your issue: Garrison caster for Skaven are not getting their Warp Lightning spell in Elven Colonies.
Reproduction steps: Play Skaven - capture an elven colony.

Not running any mods (never had mods installed, always play vanilla).
