The problem for empire is the meta and handgunner change. In game 1 taking monsters against empire was a huge risk because net and handguns shut it down thankfully..... but not that handguns are slightly bugged and all HP is increased monsters just smash every infantry unit they have. And monstrous inf getting 12 models was a terrible idea.
I do not think mosters are the real problem for the empire. The empire has other tools to deal with them like demis, hammer of the witches..... I mean if empire has problems with monsters than HE has nightmares.
Imo the problematic races or factions for the empire are those who can easily wipe out empire missiles and artillery with their own missiles units, and can field heavy armor troops who beat or at least trade very cost effectively with empire infantry.
Namely Dwarfs, HE and DE basically.
Also beatsmen because they can very quicly overwhelm empire troops.

Agreed, though of course the faction would be stronger in general if hand gunners los got better too.
De I think has gotten better as a matchup now that dark shards wth shields are less of an issue. Vs He i think the mortars have some promise.
But actually as I think about it if hand gunners were better that would help vs dwarfs and high elves. In both cases you still need other units to get the enemy ranged, but if you could more nimbly make use of gunners again that would really help against high armor infantry. If you could just shoot through gaps reliably suddenly those units are part of a useful combined arms play. Empire does have solid fodder cav and inf to help pull that off.

Medieval II is still the best Total War.

too many useless units or blatantly overpriced units, helblasters, helfire volley guns, pistoliers, steam tanks and the list goes on.
empire is a joke compared to dark elves, lizards or woodelves
