NEW POLITICAL PARTY WILL NOT SPAWN

So I am having a bug where after an initial civil war a new political party never spawned. I only have 3 political parties including my own. I have tested forcing a 2nd civil war. A new political party does come back for this one but still only leaves me at three political parties including my own. Is there any way I can add a new party in like editsf or something else? Or is there any way to increase the total number of political parties that can exist?
