GPU Memory Cap

This is an issue I've been having since I have been using an SSD instead of a hard drive (no idea why or if its even related to the issue). I have a GTX 1080 8Gig. I'm almost positive that when I used to play Total War games on my hard drive my graphics screen would should Video Memory: ~8000 mb.

For some reason it always seems to cap around 3500 mb now, less in some games, even though theoretically I should have more than double that. I have the Unlimited Video Memory box checked but I'm not entirely sure what that means...

Can someone please explain to me IF my settings are limiting my GPU output? And if so, is there a clean way to fix this?
