Sometimes after a disease... your army will never, ever, ever replenish again. You have to actually disband the whole thing and never use that particular tradition ever again. It will say disease/starvation. It doesn't matter if the disease is gone and you have hundreds of surplus food.

    What was the largest number of turns you've seen armies plagued for?

    Have you tried moving the plagued armies to a different region?

    The plague itself only lasted 2 turns. The inability to regenerate lasted permanently, in any and all regions for that army.

    In the Grand Campaign or a different one?

    Yeah, GC as Masaesyli in this instance. It's happened before... it's not consistent though, some plagues are fine, sometimes this happens. It's happened when I have played Carthage as well.
