These two factions have no naval traditions. Your "tradition" will rank up as normal, but there are no options to spend the skill points on, so you get forever stuck having to click away the dialogue to skill up your fleet because there's no way to do it.
I am assuming this is a bug... plz tell me it's not intended... the Numidians are RIGHT THERE by Carthage and have a port settlement for the Gaetuli. Surely there is SUPPOSED to be some sort of naval tradition?
