Cultural Osmosis Technology has no effect

Despite what it says, the cultural osmosis tech does not reduce public order penalties from other allegiances at all. This makes this technology 100% worthless, which is a very obvious and annoying bug.

I am on the v1.2.3 build (which is the latest as of this post).

I think this actually makes allegiance penalties worse rather than better. I had a city with -5 allegiance before tech finished and -7 allegiance after tech finished. The same thing happened to all other towns with allegiance problems.
