Decree 'Noble by Nature' not working

Difficulty: Hard/Hard
In the attached save file, I have recently issued the Decree 'Noble by Nature' - the top bar shows it has 9 turns remaining. It is supposed to give +5 XP per turn to generals and +1 to all characters Loyalty.
I have 2 generals, on 10/20 and 3/50 experience.
Hit end of turn, wait, then check their experience at the start of the new turn. For me, it always shows 11/20 and 4/50 - so they are not getting the advertised experience boost, just the normal +1 per turn.. I do not know if the +1 Loyalty boost is or is not being applied.
