Heroism declines even though no natural decline is present

Welsh heroism in my Strat Clut campaign keeps declining in spite of natural decline (and all other kinds affecting factors) being at 0. So every turn I lose 2 heroism, in spite of there seemingly being nothing affecting the decline rate.
