Harkon's Flagship Encampment stance with land graphics

So, I saw this wierd thing when putting my Flagship on Encampment stance, the graphic animations are the same that on land. So with tents, torchs and everything on water.
I thought it was a lazy design decision but people told me on reddit that it was a bug.
No mods installed.
