Creating notification when victory conditions met?

Hello everyone. I'm trying to dip my toes into the modding scene. What I'm trying to do is create a notification that happens when victory conditions are met on the Mortal Empires campaign. I don't like that there is no acknowledgment from the game that you won except bringing up the history screen. I want the game to create a notification talking about your accomplishments and impact and such. I've been looking for newbie guides that can help with this, but I fear I'm not finding it. I'm sure I'm just looking for the wrong terms or something. Can anyone point me towards a guide that covers how to create your own notifications in Warhammer? The guides I've found mostly talk about modding units, which is not my goal. Any help would be greatly appreciated, thank you!
