Cut a long story short, I have i7 8750h (OC to 3.9~4GHz), 16 gb ram and GTX 1060 6gb. After some optimizations I can get <=20 seconds in vortex and <=35 seconds in ME.
I will list some mods, software and setting tips below.

Intel XTU, slightly reduce 'core coltage offset' and increase 'turbo boost power max' and 'turbo boost short power max' then click 'Apply', better use stress test to check if your pc or laptop is stable after changes.

1.In campaign map, turn off all other faction movements except yours.
2.Eliminate enemies as fast as you can, tfewer factions, faster end turn time.
Also after using MSI Afterbunner I found out that in campaign map the game only utilizes one core thus my cpu is runing in 4GHz, but in battle the game utlizes almost all the cores which reduces stutter and lag when units engage with each other.
Dear CA fellows shold really improve campaign engine now...

0 · Disagree AgreeAnyone that has ever played a Warhammer campaign will know that end turn times are the lowest at the start of a campaign. That is because small AI factions have to take a lot less things into consideration when planning their next moves. They will do diplomacy with only a handful of factions, have only one or two possible attack targets, almost no agents and only 1-2 armies.
Grouping small factions into a big one is what dramatically increases end turn times. This is why the majority of people quit playing their campaign when the large empires start to form.
