Three Kingdoms Fantasy Mods

So as this is the new historical game, are modders allowed to create fantasy mods for it as Lord of the Rings or Game of Thrones?

    You can, but it is very limited. The recent Total Wars does not let you edit the map. Take Attila, for example: there is a very good LoTR mod with lots of detailed Middle-Earth armies, but since you can't edit the map it's stuck to just battles and not campaigns. I assume that it will be the same for 3K.

    The last TW with moddable map was Medieval 2, that's why you can find excellent LoTR, GoT and even Warhammer mods there.

    actually shogun 2 while more difficult than med 2 by a long shot still had mods with a modded map as well as one that added korea to the main map

    Pretty much this, although copyright etc might stop certain mods.

    There are no official tools released for RTW and M2TW (except maybe file unpacker if that can be considered a tool) and modders during that time created plugins to be able to edit and create new skeletons and meshes etc.

    I guess the thing is, is that those games were far less advanced, so it's easier to import new models, or make maps.

    I wouldn't expect 3K to be any more moddable than the historical titles since Medieval 2.

    Maps can be edited with microsoft paint at that time.

    Importing new models happened that time because modders created tool call xpax. Without the tool, there wont be LOTR mods etc.
