Slann Mage Priest Campaign ability bug

I confederated with Sentinels of Xeti and Talaxalplan. This allowed me to recruit two 4th generation slann mage priests. However the Campaign effects listed for both priest do not seem to be working. the effects for both are untainted + 1 faction wide and +4 percent replenishment faction wide. It appears that I am receiving neither of these benefits. Is this a known issue? How can I fix it?
