The Most Broken General - Sima Yi

Not sure if he should work that way. Whitewater ability just blocks ALL active abilities of all enemy generals for the whole battle 
CaoCao's ability to decrease CD doesn't save.
This far if you bring Sima Yi you just block everything even from other OP generals.
Was that planned as a 75 meters radius ability?
Need a hotfix ASAP.
