Friend has same mods but different modified.txt file and cant join my game

Description: My friend and I have the same steam workshop mods but they are not able to join my game. However when my friend tried using a different computer with the same mods enabled they were able to join my game. My friend did a reinstall which did not fix the issue but disabling all mods does allow us to join. Thus I think the issue has something to do with our modified.txt file being different. As you can see below my friend’s modified file is in a different order and missing some mods despite that on Steam Workshop and the launcher we have the same mods and the same load order. How can we fix this issue?

    Found a fix. We both disabled Community Bugfix, No Campaign Map Fog, and Battlemap Fog Remover and we were able to join. Still don't understand why we were able to join with those mods enabled on one computer but not the other though.
