Modding for improvement Spies Actions

I started learning how to create mod and my first attempt is to increment spy actions:

1- Allow to assassinate the city administrator (making life easier for those who want to put a spy in it)

2- Bribe your own spy to lower your loyalty and keep it loyal.

3- When you start a battle that contains your spy, your troops immediately "run away".

But I'm having trouble moving the files in the part of selecting the "target" of the action, among other doubts.

What is the best way to learn and make such increments?
