Game doesn't count as victory no matter what

The game is not counting as campaign over despite no other factions being left.
I thought it was because of the other factions but now that I killed everyone and even settled yizhou dao, I don't know what I can do to finish the campaign or avoid it in the future.
Mod List:
Anything that might work helps.
