Campaign Map Animations Stutter

Hello there 
,
I have been trying to fix this problem for quite a while. I have tried a variety of fixes ranging from unparking the cores of my CPU to running the game in windowed mode et caetera. To no avail obviously.
Whenever I try to attack a city or another army with my army on the campaign map, upon completing the command, the whole game freezes for around 3 seconds. The campaign map itself runs nicely (sounds crazy I know) and the battles run even better.
All of my drivers are up to date. Same goes for my BIOS. The specs of my pc are: R5 1500X, 16GB Kingston HyperX, RX580 8GB, two Kingston 240GB SSDs.
I would like to ask if there is any known fix to this, since ,unfortunately, I have not been able to find anything helpful in other discussions or videos.
I would be very grateful for any input regarding this issue.
