In ProgressBuilding slots bug

I have blocked two slots (one empty, one filled by building) in one main settlement, where I can build (yes I have enough money), I can't build anything and I can't destroy or upgrade the building on the filled slot.

Build number: 3.22.15

So when are u going to fix it ? it's 2021 now, december ? I have the same problem in my SHANGDANG commanderie. My both minor settlement are with farms, but i have access to the one only. The other is bugged. Please help.
