How about adding more settlement on the sea?

Ocean Renew - Island Settlement
-New settlements on the sea : Island Settlement
-Port and Island Settlement decides control of each sea
-Port and Island Settlement provide trade mod bonus
-Trade possibility is affected, like land
-Island Settlement doesn't provide wall (some provide, like Citadel of Dusk)
Summary : How about adding more settlement on the sea?
