Crashing on Empire Buildings tab

Whenever I play as the Empire(both Vortex and Mortal) the game will crash whenever I try to open the Barracks building tree or the Buildings tab, specifically if I even hover my mouse over the Barracks icon the game crashes, but I can build ports, towns etc just fine. I disabled all mods to see if it was a mod doing it, but nope vanilla still crashes. Anyone know what the problem is?
