Unit stuttering

Hello dear friends. First time posting. I’ll make it quick.
Extreme unit size with high and ultra settings
Multi stack battles I’m getting 30 50 sometimes 80 FPS but unit stuttering . This is with siege battles and open field battles.
My specs- ryzen 7 2700x 32 ram and a Nividia 2080
Should I upgrade my cpu? I was going to anyway. Or my graphics card. Regardless my pc is above decent for this game....... I think lol thanks in BBC advance for any help .
