Ive searched the forums for an answer, but alas I cant find out if its fixed or not.

When Nakai dies in the Mortal Empires campaign, can he be resurrected or respawned in any way when playing as another lizard men faction?

He died to some skaven in my campaign and I didnt even have time to "bribe" him into my service...

Ive read somewhere that you can, and he turns into a normal LL without the horde function.

I remember reading a Reddit thread with a lot of people complaining to the devs on why the cant confederate. May not be true but I’m sure you can’t.

You get the confederate option when talking to his faction, but its not important, I just need to know if he will repop or if he is dead forever. Been reading contradicting things on other forums.

Yes, you can confederate him and yes, he respawns in Lustria after his imminent death in Norsca.

Do I need ot keep his Vassal state alive for him to repop, or is it just a "wait 50 turns and hope for the best"?

If you confed Nakai you also gain control of all his vassal Territory.
