Can't attack tower of lysean or alastair the white lion

High elves start as rebels on couronne settlement, they take over and are bugged. Alastair the white lion raises an army there, but does not move from the city and I (wood elves) don't have the option to attack either one (my army is in normal state and can attack other targets). Empire forces can't seem to be able to attack either, they are just raiding around the city.
