Lua emergence event

Hello, I would like to know how to duplicate the emergence event into my mod and bring the 190 factions in the MoH campaign...can someone help explain how to do this? I attempted to make one for Gongsun Zan as a Dilemma but it didn't seem to work, I copied the Kong Rong version...I'm not sure if I need to add a new type of Lua or a listener to generate my event. Lua isn't my expertise as I was fine with Dave.
