I'm the author of the above mod, and recently worked on a desktop application to do the same in an external app, that doesn't require in-game UI scripting and provides a better editing experience that what can be done in-game: https://github.com/mklabs/tw-devtool-console.app
Currently, only Warhammer 2 and Troy are supported, but adding support for more total war games (like Attila) is definitely possible, someone just have to write the mod "bridge" for that particular game.
