[UI] Character 'Position Effects' UI will flicker while hovering over character images in 'Court'

Description:
Character 'Position Effects' UI will flicker while hovering over character images in 'Court' whilst an empty 'Administrator' slot is selected.
Expected:
The UI should not flicker while hovering over character images in 'Court'.
Reproduction steps:
1. Load the save file.
2. Navigate to the 'Court'.
3. Click the empty 'Administrator' slot.
4. Hover over the 'Grand Excellency' Yuan Anyang image.
5. Observe the flickering UI.
Known workaround:
Do not hover over character images in 'Court' when an empty 'Administrator' slot is selected.
Additional information:
Save, DxDiag, preferences and video files attached
Image file did not display issue so video capture file was attached instead.
