Getting ships for free

Hi I am playing as Rome, on Easy and am finding I am getting ships for free at some ports.
Obviously some sort of a glitch.

    The Port I am in is a Drydock at Hipponion.

    You will need to open a ticket with Sega Support, as Creative Assembly no longer supports games other than Warhammer and Three Kingdoms on an active basis.
