Modding allowed number of Circus and Colosseum

I am trying to find the keys within the data_rome2.pack file which will allow me to change the allowed amount of Colosseum and Circus Maximus. I would like to get the game to allow building one of each in every major town (1 per province).
I have already figured out how to get the game to allow two theatres in the City Centre. I just cannot, for the life of me, figure out how to change the allowed amounts to build.
Is anyone able and willing to point me in the right direction?
Using Pack File Manager (PFM) to edit.
