total war thrones of britannia unit recruitment pool 10,000 turns problem

For some reason my units take 10,000 turns to replenish. The units start off fine and are available as soon as i build the correct building or technology, but when i train them all, then it says it will take 10,000 turns for new units to train. I had some mods active but i disabled all of them, and it didn't change anything. i even uninstalled the game and reinstalled it and I'm still having the problem. Anyone got a solution to this? fyi playing on Steam.
