Atilla. Raise army/fleet button not working. Mod compatibility?

So I love atilla.
I'm running Age of Justinian. 555Aad mod and the coropsonding last of the Romans overhaul recommended by the creators for my Romano British campaign. And in the issue I can't recruit the troops the mods promised unless I use a OOD-out of date mod 1.1 the last Roman mod. However this prevents me from raising armies or fleets. Wtf is the issue and how can I fix it??? Thanks.
